For Prince Harry and Meghan, the Duchess of Sussex, sending their children to school in Britain was supposed to mark the beginning of something relatively ordinary.
Instead, only weeks after Prince Archie, 7, and Princess Lilibet, 5, settled into a new school, an unusual scene outside the grounds triggered another security concern for the family.
Two men carrying backpacks were reportedly spotted walking around the perimeter of the children’s school, stopping to look inside and monitoring the grounds. They later returned to a white van parked nearby.

The incident immediately caught the attention of school staff and the Sussexes’ private security team. Police were contacted — and what investigators subsequently learned about the men changed the picture considerably.

Two Men With Backpacks Were Seen Around the School

According to ITV News, private security and school staff noticed two men spending hours around the school’s perimeter.
They were carrying backpacks and appeared to be examining the grounds before returning to a white van. One source familiar with the incident characterized their behavior as reconnaissance. ITVX
ABC News similarly reported that the men were seen looking into the school grounds before returning to the vehicle. ABC News
For obvious privacy and safety reasons, reputable British news organizations have not disclosed the name or location of Archie and Lilibet’s school.
Nor is there evidence that the men entered the school.
But their behavior was unusual enough for authorities to investigate.
Police Traced the White Van
The white van provided investigators with an important lead.
According to ITV News, its registration was passed to local police, who established that it was a rental vehicle. Investigators then traced information connected with the rental and determined that it was associated with an international photographer. ITVX

Sky News subsequently reported that the two men were international photographers working for a European press agency. Sky News
That distinction is important.
Early descriptions of two backpack-carrying men apparently surveying a children’s school from a white van naturally sounded alarming. But reporting since the incident indicates that the men were photographers, not unidentified attackers.
That didn’t make Harry and Meghan any less angry about what happened.
Harry and Meghan Called the Behavior “Extraordinarily Reckless”
A spokesperson for the Duke and Duchess of Sussex said the photographers had been walking around the perimeter, looking into the grounds and monitoring children during the school day.

The couple characterized the behavior as “extraordinarily reckless.”
Their spokesperson also described it as an “unacceptable intrusion into the privacy of children.” Sky News
The concern wasn’t simply that photographers wanted pictures of Harry and Meghan.
Archie and Lilibet are seven and five years old, and the alleged surveillance occurred at a school attended by many other children as well.
The Sussexes’ team argued that photographing or monitoring children in such a setting crossed a line between legitimate media activity and intrusion.
Their Children Had Only Recently Changed Schools
The timing made the situation even more striking.
This wasn’t the school Archie and Lilibet originally attended after the family’s return to Britain.
Harry and Meghan moved their children from their first school after just two days earlier in September. Reuters
That earlier decision wasn’t prompted by an incident inside the school.
Instead, the couple’s private security team became concerned about the journey between the family’s home and the school. The route involved heavy traffic, and security personnel reportedly worried that repeatedly traveling the same route at predictable times could leave the family vulnerable while stuck in stationary traffic. The couple’s spokesperson emphasized that the decision wasn’t a criticism of the school or the care Archie and Lilibet received there. Reuters

The Family Recently Returned to Britain
The school situation is part of a much larger change for Archie and Lilibet.
After living in California for approximately six years, Harry and Meghan returned to the United Kingdom with their children in August 2026. Reuters
Archie was born in London in May 2019, less than a year before his parents stepped back as senior working members of the Royal Family.
Lilibet was born in California in June 2021.
For most of their lives, therefore, both children have grown up primarily in the United States and largely outside the day-to-day royal environment.
Their return to Britain represented a significant change: a new home, a new country for Lilibet, and new schools for both children.
Harry Has Spent Years Fighting Over His Family’s Security
The school incident also lands in the middle of a long-running dispute over the Sussex family’s protection in Britain.
After Harry and Meghan stopped being working royals in 2020, their security arrangements changed.
Harry has repeatedly argued that private protection cannot fully replace official police protection because private guards do not have the same access to government intelligence or policing resources.
His concerns have become intertwined with one of the most painful parts of his personal history.
Harry was 12 when his mother, Princess Diana, died in a Paris car crash in 1997 after being pursued by paparazzi.
He has repeatedly discussed the effect that experience had on his attitude toward photographers, privacy and the safety of his wife and children.
The current school incident inevitably touches that same nerve.
A Review of Harry and Meghan’s Protection Is Underway
The timing could also prove relevant to the couple’s ongoing security review.
ITV reported that details about the school incident have been passed to RAVEC, the Home Office committee responsible for decisions concerning protection for members of the Royal Family and other public figures. ITVX
The family’s security arrangements are currently being reconsidered following their return to Britain.
The Sussexes employ private security, but those guards don’t possess all the powers or intelligence access available to state protection officers. ITVX
The incident therefore provides a concrete example of the type of situation Harry has cited when arguing that his family’s security requirements should be reassessed.
It does not, by itself, determine what level of publicly funded protection the family should receive. That remains a decision for the relevant authorities.
The School’s Location Is Being Kept Private
One particularly important element of the story is what hasn’t been revealed.
The school’s identity remains private.
British media organizations have refrained from publishing its location, both because children are involved and because identifying it could create precisely the security and privacy problems Harry and Meghan are trying to avoid.
ITV News explicitly declined to identify either the school or the police force conducting inquiries. ITVX
The British press has also reportedly respected a request not to reveal the location of the Sussexes’ current home. ITVX
International photographers, however, aren’t necessarily governed by the same British press arrangements.
That difference appears to be at the center of the latest dispute.
Archie and Lilibet Remain Mostly Out of Public View
Harry and Meghan have occasionally shared photographs and videos of their children, but they’ve generally kept their faces and everyday lives away from constant public exposure.
That has become increasingly noticeable as Archie and Lilibet grow older.
There are RARE PHOTOS from their early childhood — Archie as a baby during the family’s royal years, family Christmas cards and occasional glimpses shared by Harry and Meghan — but the children aren’t routinely taken onto red carpets or used for frequent public appearances.
School represents an especially sensitive boundary.
Unlike an official appearance attended knowingly by a public figure, it’s an ordinary environment filled with children who have no role in their parents’ fame.
That distinction helps explain why the Sussexes responded so strongly.
The Men Were Photographers — but the Concern Hasn’t Disappeared
There is an important nuance to the story.
The initial sight of two backpack-carrying men apparently monitoring a school from a white van sounded ominous. Police inquiries subsequently identified the men as photographers associated with a European press agency. Sky News
There is no reporting from reliable sources establishing that they intended to physically harm Archie, Lilibet or anyone else at the school.
But Harry and Meghan’s objection is that photographers shouldn’t have been monitoring children there in the first place.
Their spokesperson argued that the behavior showed poor judgment and unnecessarily created a security alarm around a location where young children were present. Sky News
For Harry in particular, the collision between photographers and family security is hardly an abstract subject.
Almost three decades after losing his mother, he is now confronting that issue from the opposite perspective — not as the child surrounded by photographers, but as the father trying to decide how much exposure his own children should have.
And after Archie and Lilibet already changed schools once this term because of security concerns, the sight of that white van outside their new school has made that question impossible for the family to ignore.
